Brooklyn Affordability Plan Targets Rising Costs in Central Brooklyn

Assemblymember Stefani L. Zinerman has introduced a new Brooklyn Affordability Plan aimed at addressing rising rents, stagnant wages, and long-term displacement pressures in Bedford-Stuyvesant and Crown Heights.

The proposal focuses on stabilizing housing, expanding economic opportunity, and reducing the cost of living for families across Brooklyn’s 56th District.

According to a press release published on NYC Newswire, the plan is titled Building Our Slice of Brooklyn — Together and sets out a strategy to respond to the ongoing affordability crisis in Central Brooklyn.

Plan Focuses on Housing Stability and Displacement Prevention

The Brooklyn Affordability Plan prioritizes keeping residents in their homes while strengthening tenant and homeowner protections.

Zinerman said the district continues to face intense housing pressure.

“The 56th District is at the center of New York City’s affordability crisis,” said Assemblymember Zinerman. “Rents are rising, incomes are not keeping pace, and too many families are being pushed out of the communities they built. This plan is about delivering real relief, protecting our residents, and making sure affordability in Brooklyn is not just a conversation—it’s a reality.”

The plan highlights challenges such as rising rent burdens, housing instability, and threats to generational wealth, including deed theft and speculative real estate practices.

Three Core Pillars of the Brooklyn Affordability Plan

The proposal is structured around three main policy areas:

1. Housing Security and Tenant Protection

The plan calls for stronger tenant protections, anti-deed theft legislation, and reforms to prevent displacement.

It also supports oversight of speculative housing investment and continued investment in NYCHA developments to maintain public housing stability.

2. Raising Incomes and Expanding Opportunity

A major component of the plan focuses on increasing income access through workforce development.

This includes expanding Community Hiring programs tied to public projects and creating job pipelines in sectors such as clean energy, healthcare, infrastructure, and technology.

The plan also supports education and workforce access initiatives for underserved communities.

3. Reducing Cost of Living Pressures

The proposal also addresses everyday affordability challenges beyond housing.

It includes expanding healthcare access, strengthening rent relief programs for seniors and disabled residents, increasing childcare support, and tackling price pressures on essential goods.

Built on Previous Legislative Work

Zinerman said the Brooklyn Affordability Plan builds on her existing legislative record in Albany.

Her work includes the Community Hiring Act and the Plain Language Bill, along with funding secured for community institutions and infrastructure projects in Central Brooklyn.

Next Steps in Implementation

Zinerman plans to roll out the Brooklyn Affordability Plan through community meetings, tenant organizations, and local partnerships across Bed-Stuy and Crown Heights.

“This is a contract with The Vibrant 56,” said Zinerman. “We are not waiting for change—we are building it. Together.”
