Zinerman has introduced the Brooklyn Affordability Plan, a policy package aimed at stabilizing housing, increasing incomes, and reducing living costs for residents in Bedford-Stuyvesant and Crown Heights. The plan targets displacement pressures, tenant protections, and economic inequality across Central Brooklyn.

According to a press release published on NYC Newswire, the plan—titled Building Our Slice of Brooklyn — Together—outlines a strategy to address rising rents, wage stagnation, and long-term housing insecurity in the 56th Assembly District.

Brooklyn Affordability Plan Targets Housing Stability

The Brooklyn Affordability Plan centers on preventing displacement while strengthening protections for renters and homeowners.

Assemblymember Zinerman said the district is directly impacted by New York City’s affordability crisis.

“The 56th District is at the center of New York City’s affordability crisis,” said Assemblymember Zinerman. “Rents are rising, incomes are not keeping pace, and too many families are being pushed out of the communities they built. This plan is about delivering real relief, protecting our residents, and making sure affordability in Brooklyn is not just a conversation—it’s a reality.”

In Central Brooklyn, many households are renters, and a significant share are rent-burdened. Median rents in Bedford-Stuyvesant have reached around $3,200, while household incomes have not kept pace.

The plan also highlights risks facing homeowners, including deed theft, tax lien pressures, and speculative real estate investment.

Three Core Pillars of the Brooklyn Affordability Plan

The Brooklyn Affordability Plan is structured around three main priorities: housing security, income growth, and cost reduction.

1. Secure Housing and Prevent Displacement

The plan strengthens tenant protections, expands anti-deed theft efforts, and supports reforms to Area Median Income calculations. It also calls for continued investment in NYCHA and stronger oversight of public housing conditions.

Additionally, the proposal includes measures to curb speculative and foreign investment in residential housing.

2. Raise Incomes and Expand Opportunity

The plan focuses on workforce development and job access for local residents.

It supports Community Hiring programs tied to public projects and expands pipelines into industries such as clean energy, healthcare, infrastructure, and technology.

It also includes support for tuition-free education pathways and workforce access programs.

3. Lower the Cost of Daily Life

The plan addresses broader cost-of-living pressures beyond housing.

It expands access to healthcare, strengthens senior rent relief programs, and increases investment in childcare. It also targets price increases on essential goods and supports youth and literacy programs.

Brooklyn Affordability Plan Builds on Legislative Record

Zinerman said the plan builds on her previous work in the New York State Assembly.

Her legislative efforts include the Community Hiring Act and the Plain Language Bill, along with funding secured for local institutions such as the Bed-Stuy Volunteer Ambulance Corporation and cultural and infrastructure projects across Brooklyn.

Zinerman plans to present the Brooklyn Affordability Plan through community forums, tenant groups, and local organizations across Bedford-Stuyvesant and Crown Heights.

She said the goal is to move from policy discussion to direct community implementation.

“This is a contract with The Vibrant 56,” said Zinerman. “We are not waiting for change—we are building it. Together.”
