Duke Senior Residence offers an alternative: brand-new, affordable apartments in the heart of Brownsville, close to transit, services, and the communities many seniors already call home.

Located at 350 Livonia Avenue, the building brings 47 newly constructed affordable apartments specifically designed for older adults. For longtime residents of nearby East New York and Brownsville, the location minimizes disruption while offering the benefits of new construction—modern layouts, accessibility features, and on-site services that are often missing from older housing stock.

Why the Location Matters

Brownsville’s Livonia Avenue corridor places residents near everyday essentials: retail shops, houses of worship, schools, hospitals, and parks. Public transportation is readily accessible, with the L, 3, and 4 subway lines nearby, along with bus service. For seniors who already rely on these routes for medical appointments, shopping, or visiting family, staying local can make aging in place far more realistic.

Building Features and On-Site Support

The residence includes amenities geared toward senior living without feeling institutional. These include a 24-hour attended lobby, a live-in superintendent, security features, elevators, accessible entrances, and smoke-free common areas. Residents also have access to a community room, computer lab, outdoor recreational areas, terrace, and an Adult Senior Center within the building. Free secure in-unit Wi-Fi is provided, and tenants can manage rent payments and maintenance requests online.

Laundry facilities are available on site (additional fees apply). Tenants are responsible for electric, and units include electric stoves.

A portion of apartments is set aside for seniors with mobility, vision, or hearing needs, reinforcing the building’s focus on accessibility and long-term livability.

Affordability Programs Behind the Development

The apartments are financed through the Extremely Low & Low-Income Affordability (ELLA) Program of the NYC Housing Development Corporation and the Senior Affordable Rental Apartments (SARA) Program of NYC’s Department of Housing Preservation and Development. There are no application or deposit fees, which removes a common barrier for seniors on fixed incomes.

Rather than fixed rents, eligible tenants will pay 30% of their household income, and applicants must qualify for Section 8 or another qualifying rental subsidy. Asset limits also apply.

A Role for the Community

As with many affordable housing lotteries, the application process can be confusing—especially for seniors navigating digital forms, income documentation, and subsidy requirements. This is an opportunity for local elected officials, senior advocates, and community-based organizations in Brownsville and East New York to step in and provide hands-on assistance. Application workshops, in-person help sessions, or coordinated outreach could make the difference between eligible seniors applying—or missing out. Unfortunately, there doesn’t look like there are any set asides for seniors who live in the district.  This can become a major problem, because the chance for longtime residents to be left out is much greater, making it even more important for local leaders to support seniors with the application process.
