{"id":3272,"date":"2025-07-23T15:29:47","date_gmt":"2025-07-23T19:29:47","guid":{"rendered":"https:\/\/multi.nycnewsnetwork.com\/nycpolitics\/affordable-housing-election-changes-on-the-table-for-nyc-voters-this-fall\/"},"modified":"2025-07-23T15:29:47","modified_gmt":"2025-07-23T19:29:47","slug":"affordable-housing-election-changes-on-the-table-for-nyc-voters-this-fall","status":"publish","type":"post","link":"https:\/\/nycnewsnetwork.com\/nycpolitics\/affordable-housing-election-changes-on-the-table-for-nyc-voters-this-fall\/","title":{"rendered":"Affordable Housing, Election Changes on the Table for NYC Voters This Fall"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">New Yorkers will have a chance this November to weigh in on five ballot proposals that could significantly alter how the city tackles its affordable housing crisis and conducts elections.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Charter Revision Commission<\/b><span style=\"font-weight: 400;\">, which was created by <\/span><b>Mayor Eric Adams<\/b><span style=\"font-weight: 400;\"> last December to modernize the city\u2019s approach to housing, voted Monday to advance four land-use amendments and a fifth measure to shift municipal elections to even-numbered years. All five proposals will go before voters in the general election.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere\u2019s lots of pieces to this puzzle,\u201d said <\/span><b>Commission Chair Richard Buery<\/b><span style=\"font-weight: 400;\">, \u201cbut we feel really good about the polls we\u2019ve made and really looking at ways the charter can particularly help us build housing we need faster.\u201d<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Housing Development Under Review<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The first two proposals are designed to streamline the approval process for new housing projects and reduce the power of individual councilmembers to block developments in their districts, a practice known as \u201cmember deference.\u201d These measures would target neighborhoods that have historically contributed the least to affordable housing production.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis will be a way to build affordable housing in parts of the city that today produce next to nothing,\u201d said <\/span><b>Alec Schierenbeck<\/b><span style=\"font-weight: 400;\">, the commission\u2019s executive director.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One amendment would put the 12 least-productive districts on a \u201cfast track\u201d for project review. Another would establish a new appeals process, replacing the current mayoral veto with a three-member board composed of the mayor, City Council speaker, and the relevant borough president.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A fourth proposal would require the creation of a citywide land-use map to make planning more efficient.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Election Change Proposal<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The fifth measure aims to increase voter turnout by aligning city elections with federal contests, which typically draw more voters. While the housing measures need only citywide approval, this proposal would require an amendment to the state constitution as well.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Pushback over community voice<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Some local officials and community advocates expressed concern that the land-use proposals would limit neighborhood input.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCommunity boards play a vital role in informing local land use plans, providing a democratic and direct voice for local communities,\u201d said <\/span><b>Johana Pulgarin<\/b><span style=\"font-weight: 400;\">, district manager of Brooklyn\u2019s Community Board 1. \u201cEliminating or reducing this role could result in the consolidation of planning power with a handful of people.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Buery countered that the proposals preserve local engagement while speeding up slow and outdated processes. \u201cThe goal of the city, fundamentally, is to inform people about what the proposals are, as opposed to advocate for them,\u201d he said, though he added that \u201cas a citizen of New York, I\u2019m really committed to making sure that you can understand these proposals and ultimately support them.\u201d<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">What\u2019s next<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The city will partner with civil society and civic education groups in the lead-up to the election to help explain the ballot measures to voters. One previously considered proposal, which would have introduced open primaries, was dropped following pushback from both progressive and conservative groups.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s been an amazing process to hear from so many New Yorkers all over the city speak with passion, with clarity about the thing that mattered to them,\u201d Buery said. \u201cI\u2019m proud of all the New Yorkers who took time out of their busy lives and schedules to come out to a random meeting room wherever we were and talk about their vision for making New York City better.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New Yorkers will have a chance this November to weigh in on five ballot proposals that could significantly alter how the city tackles its affordable housing crisis and conducts elections.
