Stringer\u00a0called on the City to launch an agency-by-agency, neighborhood-by-neighborhood approach to serving\u00a0its\u00a0seniors. Unveiling a new a report \u2013 entitled \u201c<a href=\"http:\/\/comptroller.nyc.gov\/reports\/aging-with-dignity-a-blueprint-for-serving-nycs-growing-senior-population\/\"><em>Aging with Dignity: A Blueprint for Serving NYC\u2019s Growing Senior Population<\/em><\/a>\u201d \u2013 the Comptroller highlighted current challenges and the need for additional support for New York City\u2019s senior population\u00a0now and in the future. While calling for the city to perform long-term, comprehensive planning, the blueprint lays out specific proposals that will be necessary to better serve New Yorkers aged 65 and older.<\/p>\n<p>\u201cWe need to act today \u2013 not tomorrow.\u00a0Seniors are the anchors of our communities, and we\u00a0must\u00a0ensure they have the support they deserve.\u00a0We need to have an all-hands-on-deck approach, from every City agency, because this is too important. As we face\u00a0significant demographic changes, we need to reimagine how we support our current and future seniors,\u201d New York City Comptroller Scott M. Stringer said. \u00a0\u201cWe hope these specific ideas\u00a0and this blueprint\u00a0will jumpstart a long-term conversation in\u00a0the City\u00a0\u2014 and help develop a long-term strategy \u2014 about how\u00a0to\u00a0deliver\u00a0for New Yorkers for decades to come. Our approach should help more New Yorkers stay in their homes and age in place \u2014 it\u2019s cheaper, it\u2019s smarter, it allows New Yorkers to remain involved in their communities. Most importantly, it\u2019s the right thing to do, and now is the time to act.\u201d<\/p>\n<p>Currently, New York City\u2019s seniors face affordability, transit, housing and other\u00a0obstacles. As the City\u2019s population ages, so too does the urgency for holistic planning:<\/p>\n<p><em>A Rising Population<\/em><\/p>\n<ul>\n<li>From 2005 to 2015, the number of New Yorkers over 65\u00a0years old surged by 19.2 percent. That is\u00a0more than triple the rate of growth for the population under age 65.<\/li>\n<\/ul>\n<ul>\n<li>The number of New Yorkers\u00a0aged\u00a065\u00a0and older\u00a0has grown in each borough over the last ten years, with the population growing fastest in Staten Island and the Bronx.<\/li>\n<\/ul>\n<ul>\n<li>By 2040, city planners expect there will be 1.4 million older adults living in New York City \u2013 an increase of hundreds of thousands of people from today.<\/li>\n<\/ul>\n<ul>\n<li>Yet, currently,\u00a0the Department for the Aging\u2019s budget is just 0.4 percent of total City expenditures \u2013 equivalent to about $300 per New Yorker over the age of 65.<\/li>\n<\/ul>\n<ul>\n<li>That\u2019s while\u00a0New York City senior\u00a0centers\u2014visited by over 29,680 seniors daily\u2014served over 160,000 New Yorkers in FY16.<\/li>\n<\/ul>\n<p><em>Affordability<\/em><\/p>\n<ul>\n<li>Over 40 percent of senior-headed households depend on government programs for more than half their income, with\u00a0Social Security benefits\u00a0comprising more\u00a0than half of incomes\u00a0for 397,000 senior-headed households.<\/li>\n<\/ul>\n<ul>\n<li>Six out of 10 senior\u00a0renters\u00a0spend more than 30 percent of their income on rent \u2013\u00a0a\u00a0significantly\u00a0higher\u00a0percentage\u00a0than the general population.<\/li>\n<\/ul>\n<p><em>Accessibility and Transit<\/em><\/p>\n<ul>\n<li>More than 35 percent of seniors in NYC are living with a disability\u00a0that can impair their mobility. Yet, data show that 61 percent of residential units in NYC do not have a wheelchair accessible entrance and 68 percent of housing units are not accessible from the sidewalk without the use of stairs.<\/li>\n<\/ul>\n<ul>\n<li>Adults over 65 \u2013 despite being 13 percent of the City\u2019s population \u2013 made up 39 percent of all pedestrian fatalities in 2014.<\/li>\n<\/ul>\n<ul>\n<li>As the NYC population ages, the MTA expects Access-A-Ride usage to double to more than 14 million trips for New Yorkers by 2022, up from six million trips in 2015.\u00a0Yet, a <a href=\"http:\/\/comptroller.nyc.gov\/newsroom\/comptroller-stringer-audit-reveals-widespread-mismangement-waste-and-service-failures-in-mtas-access-a-ride-program\/\">Comptroller\u2019s Office audit<\/a> showed that Access-A-Ride\u00a0vehicles\u00a0failed to show up for a scheduled trip\u00a0more than 31,000 times in 2015.<\/li>\n<li>Certain\u00a0neighborhoods across the city have large numbers of seniors, but relatively few senior centers or amenities like bus shelter or accessible subway stops \u2013 a challenge that must be addressed\u00a0since it deprives seniors of services and because\u00a0New York City\u00a0will undergo further\u00a0demographic changes.<\/li>\n<\/ul>\n<ul>\n<li>Though the City has 24,798 bus stops, only about one quarter\u00a0have\u00a0bus shelters, which are critical for seniors to travel.\u00a0And despite its stated purpose, the City Bench program is not serving neighborhoods with a large number of seniors.\u00a0Further, the community districts with the highest numbers of seniors generally have the fewest number of City\u00a0bus benches.<\/li>\n<\/ul>\n<p>Despite widespread documentation of these challenges, the City\u00a0is not engaged in\u00a0a comprehensive planning\u00a0process for it seniors.\u00a0As such, today, the Comptroller called for a cohesive, long-term planning process from the City in order to streamline services and\u00a0develop a holistic strategy. Serving seniors should not be the job of the Department for the Aging alone. Almost all City agencies serve seniors, and\u00a0the Department of Health and Mental Hygiene, the\u00a0Department of Transportation,\u00a0Department of Housing Preservation and Development, Department of\u00a0Consumer Affairs, Department of Finance\u00a0and others that offer direct services to seniors\u00a0should be engaged in a robust, coordinated planning process.<\/p>\n<p>To\u00a0plan for the\u00a0City\u2019s demographic changes, the Comptroller\u2019s report emphasizes the importance of\u00a0keeping seniors in their homes and communities, a policy known as \u201caging in place.\u201d Aging in place \u2013 rather than in nursing homes or institutional settings \u2013\u00a0is not only the preference of the vast majority of older New Yorkers, but\u00a0research has demonstrated that it\u00a0can be\u00a0five times more cost-effective in serving the City\u2019s swelling senior population.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Original Media Source &#8211; NYCNewswire.com Recently, New York City Comptroller Scott M.
