It\u2019s a notable get for Achievement First, which saw co-CEO Doug McCurry <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/10\/02\/doug-mccurry-will-step-down-achievement-first-charter-network\/\">announce<\/a> in 2019 that he would be stepping down and is now navigating both the coronavirus pandemic and a broader reckoning around its schools\u2019 culture and discipline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buery has a long history in the charter school world, but has also been frank in addressing criticisms of the movement.&nbsp;He featured prominently in a New York Times <a href=\"https:\/\/www.nytimes.com\/2019\/07\/05\/nyregion\/charter-schools-nyc-criticism.html\">article<\/a> last year that focused on how charter networks were working to reduce suspensions and serve more students with disabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAchievement First, like KIPP, like lots of others, have been undergoing a really tremendous journey around what does it mean to truly be a place where children can thrive,\u201d Buery told Chalkbeat. \u201cNot only what does that mean in terms of academic rigor, but what does it mean in terms of school culture, and creating supportive environments, and supporting young people\u2019s social emotional learning, supporting special needs students.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Founded in Connecticut in 1999, Achievement First is one of the country\u2019s larger and most academically successful charter school networks. Its schools consistently <a href=\"https:\/\/chalkbeat.org\/posts\/ny\/2019\/08\/22\/2019-state-test-scores-are-out-find-out-how-your-nyc-school-fared\/\">post high<\/a> <a href=\"https:\/\/www.newhavenindependent.org\/index.php\/archives\/entry\/charter_schools_sbac_scores_growth\/\">test scores<\/a>, and research has <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2017\/06\/12\/whos-helping-and-whos-hurting-new-national-study-looks-at-how-charter-networks-measure-up-from-kipp-to-k12\/\">confirmed<\/a> that the schools improve student achievement. The schools also place a <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/04\/04\/achievement-first-scholarship-college-undermatching\/\">high premium<\/a> on college attendance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Achievement First is <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2020\/04\/08\/charter-school-grants-federal-government-idea\/\">poised to continue to grow<\/a>, having recently received a $9.4 million grant from the U.S. Department of Education to do so. But charter schools in general have seen opposition grow over the last few years, and one of Achievement First\u2019s Connecticut high schools has faced <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/02\/28\/achievement-first-amistad-discipline-no-excuses-changes\/\">persistent challenges<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The New Haven Independent <a href=\"https:\/\/www.newhavenindependent.org\/index.php\/archives\/entry\/amistad_faked_suspension_rate\/\">reported<\/a> in February that the principal of Amistad High School underreported suspension numbers, which the school had been under pressure to reduce. Achievement First\u2019s investigation into those claims confirmed part of the Independent\u2019s report, a spokesperson told Chalkbeat. Board documents <a href=\"https:\/\/www.achievementfirst.org\/wp-content\/uploads\/sites\/10\/2020\/04\/2020-04-03_Amistad-HS-Personnel-Committee-Meeting_Transcript.pdf\">indicate<\/a> that the principal was given a two-week unpaid suspension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The previous Amistad principal <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/02\/28\/achievement-first-amistad-discipline-no-excuses-changes\/\">was pressured to resign<\/a> in 2019 after the Independent <a href=\"https:\/\/www.newhavenindependent.org\/index.php\/archives\/entry\/discipline_amistad_\/\">published<\/a> a video showing him shove a student.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The network promised broad changes, acknowledging criticism of the schools\u2019 strict behavior codes \u2014 and sometimes high <a href=\"https:\/\/chalkbeat.org\/posts\/ny\/2015\/02\/23\/suspensions-at-city-charter-schools-far-outpace-those-at-district-schools-data-show\/\">suspension<\/a> <a href=\"https:\/\/www.providencejournal.com\/news\/20181222\/student-suspensions-cloud-charters-success\">rates<\/a> \u2014 as oppressive to the schools\u2019 predominantly black and Hispanic students. \u201cWe started Achievement First to address the racism we saw in education,\u201d wrote Toll and McCurry then. \u201cBut we were too slow to recognize and address the way racism, the smog we all breathe, manifests in our own schools and network.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, Achievement First says one of its new values is \u201cleading for racial equity.\u201d Buery says he wants to help put that into action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInstitutions like Achievement First do have capacity to change, and do have a need for change,\u201d Buery said, \u201cin everything from ensuring that our leadership and our teaching staff reflect the broad diversity of the community that we serve \u2026 and making sure that our disciplinary practices and our cultural practices treat students with respect.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buery is keenly aware of the political challenges charter schools face. He founded a charter school in the Bronx and served as a founding board chair of Achievement First East New York in Brooklyn. (He met founder Toll when they were both Yale law students.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Buery also <a href=\"https:\/\/chalkbeat.org\/posts\/ny\/2014\/02\/04\/childrens-aid-ceo-tapped-to-lead-citys-pre-k-community-schools-efforts\/\">served<\/a> as deputy mayor in New York City under Bill de Blasio, whose stance toward charters has ranged from cool to hostile. Buery worked, with seemingly limited success, to <a href=\"https:\/\/chalkbeat.org\/posts\/ny\/2017\/11\/30\/richard-buery-architect-of-new-york-citys-massive-pre-k-expansion-is-leaving-city-hall\/\">bridge the divide<\/a> between warring camps while also helping to launch the city\u2019s universal pre-K program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buery said that opposition to charter schools is sometimes overstated, and pointed to <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/05\/14\/charter-schools-democrats-race-polling-divide\/\">polls showing<\/a> that black and Latino Democrats are more supportive of charter schools than white Democrats, and <a href=\"https:\/\/chalkbeat.org\/posts\/us\/2019\/10\/02\/charter-school-competition-research-fordham-institute\/\">research showing<\/a> that charter schools don\u2019t hurt \u2014 and may help \u2014 the performance of students in district schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, Buery says he wants to find common ground by fighting for more resources for all public schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn most cases, we would all be better off coming together and advocating for more resources for the education sector generally so we don\u2019t have to all get thrown in a pit and fight each other for scraps,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/chalkbeat.org\">Chalkbeat<\/a> is a nonprofit news site covering educational change in public schools.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>PHOTO CREDIT:&nbsp;Ed Reed\/Mayoral Photography Office Originally posted on Chalkbeat by Matt Barnum on April 13, 2020 Richard Buery, the KIPP policy chief who helped launch New York City\u2019s universal pre-K program, is the new president of Achievement First, a charter network with 37 schools in Connecticut, New York, and Rhode Island.
