In his fourth State of the City address at Harlem\u2019s iconic Apollo Theater, Mayor Eric Adams introduced a bold, comprehensive plan to transform New York City into the safest, most affordable, and most family-friendly city in the world. Building on progress in crime reduction, housing development, and economic relief, Adams announced new initiatives aimed at supporting working-class families across all five boroughs.<\/p>\n

\u201cIn the past year alone, we passed historic housing reforms, broke job creation records, and reduced major crimes. Yet, many New Yorkers\u2014especially families\u2014are still anxious about the future,\u201d<\/b> said Mayor Adams. \u201cWe must ensure that the greatest city in the world is also the greatest place to raise a family. From keeping young people safe to tackling homelessness and saving New Yorkers money, our initiatives will make this city safer, more affordable, and more family-friendly. Making NYC the Safest Big City for Families<\/b><\/h2>\n

Mayor Adams emphasized the city\u2019s ongoing success in reducing crime in 2024:<\/p>\n

\u20227.3% decrease in shootings<\/b><\/p>\n

\u20223.6% drop in homicides<\/b><\/p>\n

\u20225.4% reduction in transit crime<\/b><\/p>\n

The city has seized nearly 20,000 illegal guns<\/b> and removed over 80,000 illegal motorized vehicles<\/b>, including ghost cars, ATVs, and mopeds. Additionally, more than 1,300 illegal smoke shops<\/b> have been shut down, and deaths from lithium-ion battery fires have dropped by 72%<\/b>.<\/p>\n

To keep young people safe, Adams unveiled a $485 million initiative<\/b> focused on mentorship, mental health support, and job training for at-risk youth. Programs like Saturday Night Lights<\/b> will expand, and $9 million<\/b> will go toward upgrading Harlem\u2019s Brigadier General Charles Young Field<\/b> with new turf, lighting, and facilities for year-round use.<\/p>\n

The mayor also committed $163 million over five years<\/b> to expand youth programs like Fair Futures<\/b>, College Choice<\/b>, and Career Choice<\/b>, reaching 8,000 young New Yorkers<\/b> with educational and career support.<\/p>\n

Tackling Street Homelessness with Bold Investments<\/b><\/h2>\n

Mayor Adams reaffirmed his commitment to ending street homelessness. Since launching the Subway Safety Plan<\/b> in 2022, over 8,000 people<\/b> have moved from subways into shelters, and a record 18,500 households<\/b> transitioned to stable housing in Fiscal Year 2024.<\/p>\n

To build on this progress, the city will invest $650 million<\/b> to expand outreach and support services, including:<\/p>\n

\u2022900 new Safe Haven beds<\/b> for unsheltered individuals<\/p>\n

\u2022A new facility providing psychiatric care, substance use treatment, and housing support for those with serious mental illness<\/p>\n

Adams set a bold goal: \u201cNo child should ever be born into New York City\u2019s shelter system.\u201d<\/b> To achieve this, the city will pilot a program to connect expectant parents in shelters with housing services before their child is born.<\/p>\n

He also renewed calls for Albany to pass the Supportive Interventions Act<\/b> to ensure better care for New Yorkers with severe mental health challenges.<\/p>\n

Solving the Housing Crisis with the \u201cCity of Yes for Families\u201d<\/b><\/h2>\n

To address NYC\u2019s housing shortage, Adams launched the \u201cCity of Yes for Families\u201d<\/b> initiative, building on previous housing reforms. Since 2022, the city has financed over 79,300 housing units<\/b> and passed the historic \u201cCity of Yes for Housing Opportunity\u201d<\/b> zoning reform, expected to create 80,000 new homes<\/b> over the next 15 years.<\/p>\n

Key highlights of the new housing plan include:<\/p>\n

\u2022Family-sized and multi-generational housing<\/b> near schools, parks, transit, and libraries<\/p>\n

\u2022Redeveloping the Bloomingdale Library<\/b> in Manhattan Valley to add 800+ units<\/b> of mixed-income housing alongside a new library<\/p>\n

\u2022Launching \u201cThe Manhattan Plan,\u201d<\/b> a borough-wide zoning review to create 100,000 new homes<\/b> in the next decade<\/p>\n

To promote homeownership, the city will introduce programs to assist with down payments<\/b>, expand accessory dwelling units<\/b>, and allow rental payments<\/b> to build credit history.<\/p>\n

Putting Money Back Into Families\u2019 Pockets<\/b><\/h2>\n

Mayor Adams stressed the need to make NYC more affordable for working-class families. His administration has helped New Yorkers save over $30 billion<\/b> through various programs.<\/p>\n

Highlights include:<\/strong><\/p>\n

\u2022Expanding the NYC Earned Income Tax Credit<\/b>, returning $345 million<\/b> to 1.7 million residents<\/b><\/p>\n

\u2022Proposing the \u201cAxe the Tax for the Working Class\u201d<\/b> plan to eliminate or reduce city income taxes for working-class families, offering $63 million<\/b> in relief to 582,000 New Yorkers<\/b><\/p>\n

To tackle student debt, the city will partner with a private firm to enroll public servants in the Public Service Loan Forgiveness Program<\/b>, potentially forgiving $360 million<\/b> in student loans for 100,000 city employees<\/b> and their families.<\/p>\n
