{"id":10239,"date":"2024-09-20T05:35:20","date_gmt":"2024-09-20T09:35:20","guid":{"rendered":"https:\/\/multi.nycnewsnetwork.com\/eastnewyork\/?p=10239"},"modified":"2024-12-28T07:56:17","modified_gmt":"2024-12-28T12:56:17","slug":"nyc-homeowners-demand-revisions-to-local-law-18-citing-economic-strain-impact-on-local-businesses","status":"publish","type":"post","link":"https:\/\/nycnewsnetwork.com\/eastnewyork\/nyc-homeowners-demand-revisions-to-local-law-18-citing-economic-strain-impact-on-local-businesses\/","title":{"rendered":"NYC Homeowners Demand Revisions to Local Law 18, Citing Economic Strain, Impact on Local Businesses"},"content":{"rendered":"<p>By: Asar John<\/p>\n<p>A coalition of homeowners rallied at City Hall on Wednesday, urging the city to amend a law that would allow them to resume short-term rentals and home sharing.<\/p>\n<p>Homeowners who are part of\u00a0<a class=\"\" href=\"https:\/\/www.rhoar.org\/rhoar-by-the-numbers\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.rhoar.org\/rhoar-by-the-numbers\">RHOAR (Restore Homeowner Autonomy and Rights) NYC<\/a>, a group of one- and two-family homeowners, are asking city officials to amend\u00a0<a class=\"\" href=\"https:\/\/www.nyc.gov\/site\/specialenforcement\/registration-law\/registration.page\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.nyc.gov\/site\/specialenforcement\/registration-law\/registration.page\">Local Law 18<\/a>, which prohibits the short-term rental of homes for durations less than 30 days. In addition, the host must be present and have a maximum of two guests. Photo: Asar John<\/figcaption><\/figure>\n<\/div>\n<p>\u201cNew York City\u2019s small homeowners are families who have fought hard to buy and keep up homes and create generational wealth for themselves and their families,\u201d said Gia Sharp, a homeowner in Sunset Park. \u201cBefore you say, \u2018Why are you buying a home that you can\u2019t afford?,\u2019 homeownership shouldn&#8217;t be reserved only for the wealthy \u2013 it should be attainable and sustainable for people like us, too.\u201d<\/p>\n<p>Not only that, many members say the lack of tourists in their neighborhoods also affects local businesses.<\/p>\n<p>\u201cWe have 550 homeowners at this point and they live in all five boroughs\u2013 so they have local businesses who have told them the traffic has been lower since Local Law 18 has happened, they\u2019re not seeing novel faces anymore,\u201d Sharp said.<\/p>\n<p>While Sharp understands that the law helps to address \u201cbad actors,\u201d or those who only own an apartment solefly for the reason to rent out to tourists, she said the law is otherwise too harsh.<\/p>\n<p>Jason Mondesir-Caesar is a Bedford-Stuyvesant homeowner who said he previously managed an Airbnb rental in his home prior to the law. He used the extra income to pay his mortgage, which helped after his cousins, who co-owned the home, moved out in 2015.<\/p>\n<p>\u201cI had a regular tenant that lost their job and didn\u2019t pay rent; I had someone who was on a city voucher, which wasn\u2019t even enough to help me pay the mortgage,\u201d said Mondesir-Caesar, who mentioned the tenant had damaged parts of the apartment and wouldn\u2019t pay rent in full at times. \u201cI just don\u2019t have the bandwidth to have a bad tenant.\u201d<\/p>\n<p>Andres, another Bed-Stuy homeowner who declined to disclose his last name, said the income made from his\u00a0rental was also a means to renovate his aging home.<\/p>\n<p>\u201cWe planned on installing solar panels on the roof, which could be around $20,000 to $30,000, and we have leaks in the basement that could easily be $5,000,\u201d he said.<\/p>\n<p>Andres also said he\u2019s skeptical about renting his unit out under the new rental law\u00a0<a class=\"\" href=\"https:\/\/pix11.com\/news\/local-news\/what-to-know-about-nyc-squatter-rights\/\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/pix11.com\/news\/local-news\/what-to-know-about-nyc-squatter-rights\/\">due squatter rights<\/a>, which makes it hard for homeowners to kick unwanted tenants out after 30-days.<\/p>\n<p>\u201cMost people dream of buying a house, especially in New York, so if you can somehow manage it however you can, [in reference to having Airbnb rentals], I don\u2019t see how that can be wrong,\u201d he said.<\/p>\n<div class=\"cke_widget_wrapper cke_widget_block cke_widget_image figure-l\" role=\"region\" data-cke-widget-wrapper=\"1\" data-cke-filter=\"off\" data-cke-display-name=\"image\" data-cke-widget-id=\"0\" aria-label=\"image_50420481 image widget\">\n<figure class=\"figure cke_widget_element\" data-cke-widget-data=\"%7B%22hasCaption%22%3Atrue%2C%22src%22%3A%22https%3A%2F%2Fwww.vmcdn.ca%2Ff%2Ffiles%2Fbkreader%2Fimages%2Fimage_50420481.JPG%3Bw%3D960%22%2C%22alt%22%3A%22image_50420481%22%2C%22width%22%3A%22%22%2C%22height%22%3A%22%22%2C%22imgid%22%3A%22file-3772911%22%2C%22figwidth%22%3A%22%22%2C%22lock%22%3Atrue%2C%22align%22%3A%22left%22%2C%22classes%22%3A%7B%7D%7D\" data-cke-widget-upcasted=\"1\" data-cke-widget-keep-attr=\"0\" data-widget=\"image\"><img decoding=\"async\" id=\"file-3772911\" src=\"https:\/\/www.vmcdn.ca\/f\/files\/bkreader\/images\/image_50420481.JPG;w=960\" alt=\"image_50420481\" data-cke-saved-src=\"https:\/\/www.vmcdn.ca\/f\/files\/bkreader\/images\/image_50420481.JPG;w=960\" \/><figcaption class=\"cke_widget_editable\" data-cke-widget-editable=\"caption\" data-cke-enter-mode=\"2\" data-cke-filter=\"227\" data-cke-display-name=\"caption\">Bed-Stuy homeowner Jason Mondesir-Caesar.
