{"id":10041,"date":"2024-06-27T01:36:10","date_gmt":"2024-06-27T05:36:10","guid":{"rendered":"https:\/\/multi.nycnewsnetwork.com\/eastnewyork\/?p=10041"},"modified":"2024-12-28T07:55:58","modified_gmt":"2024-12-28T12:55:58","slug":"10041-2","status":"publish","type":"post","link":"https:\/\/nycnewsnetwork.com\/eastnewyork\/10041-2\/","title":{"rendered":"Brooklyn Parents Debate City&#8217;s Strategy for Reducing Class Sizes"},"content":{"rendered":"<p>By:\u00a0<a href=\"https:\/\/www.bkreader.com\/writers\/megan.mcgibney\">Megan McGibney<\/a><\/p>\n<p>As the public school year closes for students on Wednesday, some Brooklyn education advocates wonder whether children will be returning to a smaller classroom in the fall.<\/p>\n<p>Department of Education officials are\u00a0implementing the\u00a0<a class=\"\" href=\"https:\/\/www.p12.nysed.gov\/mgtserv\/C4E\/doc\/nyc_class_size_reduction_plan\/2023-24\/nycps-class-size-redution-plan-2023-24.pdf\" rel=\"noopener\">Class Size Reduction Plan<\/a>, which mandates all city public schools to reduce their class sizes to no more than 20 students in grades K\u20133, 23 students in grades 4\u20138, and 25 students in high school over the next five years.<\/p>\n<div class=\"widget widget-wysiwyg theme-blue widget-inject widget-inject-centre widget-injected\" data-id=\"901612\" data-widget=\"6\" data-per=\"10\" data-min=\"\">\n<div class=\"section-items section-wysiwyg clearfix\">\n<div class=\"AV6514a3bc710d25f0000e1493\">\n<div id=\"aniBox\">\n<div id=\"aniplayer_AV6514a3bc710d25f0000e1493-1719465797144\">\n<div id=\"aniplayer_AV6514a3bc710d25f0000e1493-1719465797144Wrapper\" class=\"avp-floating-container avp-fixed avp-bottom-right avp-move-left-enter-done\">\n<div class=\"avp-body avp-shadow\">\n<div class=\"avp-main\">\n<div id=\"aniplayer_AV6514a3bc710d25f0000e1493-1719465797144Container\" class=\"avp-source avp-clickable\">\n<div id=\"aniview_slot_1812474326\">\n<div id=\"aniview_slot_1812474326gui\">\n<div id=\"av-container\" class=\" av-desktop \">\n<div id=\"av-inner\">\n<div id=\"gui\">\n<div id=\"timeline\" class=\" av-bottom\">\n<div id=\"timeline-progress\">As per the Class Size Law, signed by Governor Kathy Hochul on September 2022, the draft plan for the 2024-2025 school year was revealed by Mayor Eric Adams and Chancellor David Banks in late May.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The plan for<a class=\"\" href=\"https:\/\/www.p12.nysed.gov\/mgtserv\/C4E\/doc\/nyc_class_size_reduction_plan\/2023-24\/nycps-class-size-redution-plan-2023-24.pdf\" rel=\"noopener\">\u00a0the next phase<\/a>\u00a0includes giving principals a choice between five implementation strategies to help reduce class sizes, including hiring new staff and\u00a0utilizing\u00a0online learning. There is an intention to hire\u00a010,000 \u2013\u00a012,000 teachers\u00a0and for the DOE to collaborate with the School Construction Authority to create more needed space.<\/p>\n<p>This plan is still a draft because the\u00a0<a class=\"\" href=\"https:\/\/www.uft.org\/\" rel=\"noopener\">United Federation of Teachers<\/a>\u00a0and the\u00a0<a class=\"\" href=\"https:\/\/casliny.com\/\" rel=\"noopener\">Council of School Supervisors &amp; Administrators<\/a>, both unions, have not yet approved it. But it is stirring up concerns among advocates and parent leaders around Brooklyn.<\/p>\n<p>Leonie Haimson,\u00a0the founder of the nonprofit\u00a0<a class=\"\" href=\"https:\/\/classsizematters.org\/\" rel=\"noopener\">Class Size Matters\u00a0<\/a>and a member of the working group advising the chancellor, believes the newest plan is\u00a0\u201cinadequate.\u201d<\/p>\n<p>\u201cIt only puts about\u00a0<strong>$<\/strong>137 million into hiring more teachers, which would only hire about 1,300 teachers,\u201d Haimson said, despite the fact that the DOE is saying they need more than 10,000 teachers over the next four years.<\/p>\n<p>\u201cI think a rational plan would put the money forward to hire a quarter of the teachers they\u2019re going to need every year,\u201d rather than leave it towards the end of the five-year plan, she said.<\/p>\n<p>Haimson also said Banks is ignoring the proposals, which include, among other things, capping enrollment at lower grades at overcrowded schools,\u00a0made by the working group, despite appointing it.<\/p>\n<p>The four Brooklyn Community Education Councils (CEC)\u00a0also\u00a0<a class=\"\" href=\"https:\/\/classsizematters.org\/resolution-for-cecs-community-groups-on-need-for-doe-to-lower-class-size-in-compliance-with-the-law\/\" rel=\"noopener\">passed resolutions urging<\/a> the mayor and the chancellor to adopt the working group\u2019s recommendations\u00a0in order to comply with the law.<\/p>\n<p>Jordan Feigenbaum, a member of CEC13, said the DOE will likely not make much progress to reduce class sizes.<\/p>\n<p>\u201cThe resolution called for them to effectively do their jobs,\u201d Feigenbaum said, referring to the mayor and chancellor. \u201cIn this instance, they were dragging their feet. Our resolution was effectively looking to hold their feet to the fire.\u201d<\/p>\n<p>CEC21 President Jay Brown said the lack of compliance could lead to more problems.<\/p>\n<p>\u201cEvery year, there\u2019s a new, higher threshold that they need to meet as it\u2019s phased in,\u201d Brown said, noting the difficulty in reducing class sizes every year through 2028 unless significant investments and planning are made.<\/p>\n<p>One surprising aspect of the draft plan was the inclusion of virtual learning. Nathan Holbert, an associate professor of Communication, Media and Learning Technology Design at Teachers College, Columbia University,\u00a0<a class=\"\" href=\"https:\/\/www.tc.columbia.edu\/articles\/2020\/april\/online-learning-wont-fix-everything\/\" rel=\"noopener\">is skeptical of how effective this will be.<\/a><\/p>\n<p>\u201cI feel like that [is] a majorly problematic solution to a difficult problem about class sizes,\u201d he said. \u201cI think what people misunderstand about learning is\u2026it\u2019s actually a rich, social, highly cultural experience. All of those things can be impoverished in an online setting.\u201d<\/p>\n<p>Haimson\u00a0shared a similar belief,\u00a0saying remote learning diminishes the point of smaller classes. Both Feigenbaum and Brown also said\u00a0it is not a solution.<\/p>\n<p>In a statement, DOE\u00a0Deputy Press Secretary\u00a0Jenna Lyle said: \u201cWe are in compliance with the law and we continue to work with our union partners on implementation. Our draft comprehensive plan aims to ensure continued compliance with class size regulations and further enhance the learning environment across the city.\u201d<\/p>\n<p>Lyle also said\u00a0that virtual learning is one of many tools that will be used to reduce class sizes and 19 high schools already use it.
