Adams, during his regular Tuesday press conference, said Albany officials need to pass <a class=\"ga ga-ext\" href=\"https:\/\/nyassembly.gov\/leg\/?default_fld=&amp;leg_video=&amp;bn=A07827&amp;term=&amp;Summary=Y&amp;Actions=Y&amp;Committee%26nbspVotes=Y&amp;Floor%26nbspVotes=Y&amp;Memo=Y&amp;Text=Y&amp;utm_source=bkreader&amp;utm_campaign=bkreader%3A%20outbound&amp;utm_medium=referral\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/nyassembly.gov\/leg\/?default_fld=&amp;leg_video=&amp;bn=A07827&amp;term=&amp;Summary=Y&amp;Actions=Y&amp;Committee%26nbspVotes=Y&amp;Floor%26nbspVotes=Y&amp;Memo=Y&amp;Text=Y\">legislation currently on the state assembly floor<\/a>\u00a0that would authorize involuntary intervention for people with mental illness at \u201csubstantial risk of psychiatric harm.\u201d\u00a0The bill defines a substantial risk of harm as defined by someone\u2019s \u201cinability to meet their own basic needs for food, clothing, shelter or medical care.\u201d<\/p>\n<p>\u201cI&#8217;ve been demonized, actually, when we say that people should not live on the streets,\u201d said Adams. \u201dPeople who need help don&#8217;t know they need help when they&#8217;re in that state.\u201d<\/p>\n<p>The mayor said the city\u2019s mental health system needs to be fixed, and that there&#8217;s not enough support for struggling New Yorkers. He also criticized how jail detainees can be released on good behavior on the the basis of their actions while in jail, and not at the time when they are arrested.<\/p>\n<p>Adams also floated the idea of building a state-of-the-art mental health facility for recently-released detainees.<\/p>\n<p>Brian Stettin, a senior advisor on severe mental illness to City Hall officials, said the city must prioritize\u00a0providing stable homes for people with known mental illness who are recently released from jails or hospitals.<\/p>\n<p>\u201cWe have a significant need for a better residential option for people\u2026A place to live where they are going to receive intensive mental health services and actual medical care in that interim period,\u201d said Stettin. \u201cWe need something better than a congregate shelter to send somebody.\u201d<\/p>\n<p>He also mentioned tweaking eligibility to allow more people to have access to the <a class=\"ga ga-ext\" href=\"https:\/\/mentalhealth.cityofnewyork.us\/program\/intensive-mobile-treatment-imt?utm_source=bkreader&amp;utm_campaign=bkreader%3A%20outbound&amp;utm_medium=referral\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/mentalhealth.cityofnewyork.us\/program\/intensive-mobile-treatment-imt\">Intensive Mobile Treatment<\/a>\u00a0program, part of the Department of Health and Mental Hygiene. The IMT provides support and treatment for people who have had frequent contact with law enforcement, homeless services\u00a0or have exhibited behavior deemed unsafe and escalating. The program\u00a0serves up to 486 people on any given day.<\/p>\n<p>Meanwhile, the mayor said he hopes the upcoming transition in the U.S. Attorney&#8217;s Office in the Southern District of New York will make\u00a0the system of justice\u00a0&#8220;proper.&#8221;<\/p>\n<p>Current U.S. Attorney Damian Williams, who is prosecuting the mayor, said he will step down before president-elect Donald Trump takes office in January.<\/p>\n<p>&#8220;I think the system of justice must be fair. I\u00a0don&#8217;t\u00a0think any American should go through what\u00a0I&#8217;ve\u00a0gone through,&#8221; Adams said. &#8220;And so,\u00a0I&#8217;ve\u00a0always\u00a0stated\u00a0I&#8217;ve\u00a0done nothing wrong.&#8221;<\/p>\n<p>Adams also celebrated the <a href=\"https:\/\/www.bkreader.com\/policy-government\/nyc-leaders-reach-deal-on-pared-back-city-of-yes-housing-plan-9848942\">passage<\/a> of the\u00a0City of Yes for Housing Opportunity plan by two City Council subcommittees last week.<\/p>\n<p>\u201cWe [have] got to think outside the box. We have a housing crisis,\u201d said Adams. &#8220;No one thought we can do it,&#8221; but we were able to land the plane, he said.<\/p>\n<p>Originally slated to bring over 100,000 units over the next 15 years, the current City of Yes housing plan will bring around 80,000 units of housing over the same time period. The administration and City Council agreed to pare back on parking requirements and impose limits on accessory dwelling units, among other things.<\/p>\n<p>The plan will head to the City Planning Commission for review and will then be voted on by the entire City Council on Dec.\u00a05.<\/p>\n<p>Adams also kept mum on a <a href=\"https:\/\/www.bkreader.com\/policy-government\/city-may-close-floyd-bennett-field-migrant-shelter-9870689\">report<\/a> that predicted the closure of the migrant shelter at Floyd Bennett Field, which sits on federal land.<\/p>\n<p>\u201cWhen I make a determination on what I&#8217;m doing with Floyd Bennett Field, I&#8217;m going to announce what I&#8217;m doing,\u201d said Adams. \u201cWe&#8217;re looking at all of the HERRCs [Humanitarian Emergency Response and Relief Centers]\u2026We&#8217;re trying to downsize the population.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By:\u00a0Shenal Tissera New York City Mayor Eric Adams emphasized the need for state lawmakers to pass legislation so the city can place people with mental illness into involuntary psychiatric care.
