Hello Public Banking."},"content":{"rendered":"<p><em><strong>OpEd: By Sandy Nurse and Andy Morrison<\/strong><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-15234 size-thumbnail\" src=\"https:\/\/nycnewswire.com\/wp-content\/uploads\/sites\/12\/2022\/04\/Sandy-Nurse-Headshot-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/p>\n<p><span style=\"font-weight: 400\">This month, Mayor Eric Adams and Comptroller Brad Lander <\/span><a href=\"https:\/\/comptroller.nyc.gov\/newsroom\/city-of-new-york-takes-action-to-limit-banking-with-wells-fargo-following-discrimination-reports\/\"><span style=\"font-weight: 400\">vowed<\/span><\/a><span style=\"font-weight: 400\"> not to deposit city funds with Wells Fargo, following <\/span><a href=\"https:\/\/www.thecity.nyc\/2022\/3\/29\/23002335\/wells-fargo-black-homeowners-refinancing-nyc-contracts\"><span style=\"font-weight: 400\">alarming reports<\/span><\/a><span style=\"font-weight: 400\"> that the bank rejected more mortgage refinancing applications from Black homeowners than it approved in 2020\u2014denying hundreds of New Yorkers the opportunity to lock in lower interest rates and build generational wealth.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Discriminating against New Yorkers of color is nothing new for Wells Fargo, which notoriously pumped <\/span><a href=\"https:\/\/prospect.org\/justice\/staggering-loss-black-wealth-due-subprime-scandal-continues-unabated\/\"><span style=\"font-weight: 400\">toxic <\/span><\/a><\/p>\n<p><a href=\"https:\/\/prospect.org\/justice\/staggering-loss-black-wealth-due-subprime-scandal-continues-unabated\/\"><span style=\"font-weight: 400\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-15235 size-thumbnail\" src=\"https:\/\/nycnewswire.com\/wp-content\/uploads\/sites\/12\/2022\/04\/Andy-Morrison-Op-Ed-Sandy-Nurse-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/>subprime mortgages<\/span><\/a><span style=\"font-weight: 400\"> into Black communities in the run-up to the financial crisis, to name just one example. In fact, many of the banks with which New York City does business have similarly shameful records of harming Black and brown neighborhoods like East New York and Brownsville.<\/span><\/p>\n<p><span style=\"font-weight: 400\">That\u2019s why, as the City moves away from Wells Fargo and we commit ourselves to a just recovery from the devastating effects of the pandemic, it is a perfect time to step back and redefine our approach to municipal finance. Instead of entrusting public money to Wall Street banks that finance speculative development, foreclose on homeowners, and drive displacement in Black and brown communities, New York City should establish a public bank dedicated to reinvesting in community needs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">A public bank is what its name suggests: A financial institution that is owned by and accountable to New Yorkers and chartered to serve the public interest. Its purpose is to serve as a public option for the City\u2019s deposits, and to drive mission-driven lending in our local economy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This year, the City will collect roughly $100 billion in revenue from taxes and other sources. Virtually all of that money will flow through private commercial banks, en route to funding public services. Just three Wall Street megabanks\u2014Bank of America, Citibank and JPMorgan Chase\u2014hold the vast majority of city deposits. That means our public dollars are implicated in an array of egregious bank activities, from financing landlords who are among NYC\u2019s <\/span><a href=\"https:\/\/www.worstevictorsnyc.org\/\"><span style=\"font-weight: 400\">worst evictors<\/span><\/a><span style=\"font-weight: 400\"> to <\/span><a href=\"https:\/\/www.ran.org\/wp-content\/uploads\/sites\/12\/2022\/03\/BOCC_2022_vSPREAD.pdf\"><span style=\"font-weight: 400\">investing in fossil fuel companies<\/span><\/a><span style=\"font-weight: 400\"> that are driving the climate crisis.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">A public bank would enable New York City to divest public funds from Wall Street and invest in New Yorkers. The pandemic has further exposed and exacerbated longstanding inequities, underscoring the glaring need for equitable investments in historically-redlined neighborhoods and frontline <\/span><a href=\"https:\/\/nycdohmh.maps.arcgis.com\/apps\/instant\/lookup\/index.html?appid=fc9a0dc8b7564148b4079d294498a3cf\"><span style=\"font-weight: 400\">environmental justice<\/span><\/a><span style=\"font-weight: 400\"> communities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">A public bank will invest in permanently-affordable housing, community land trusts and shared-equity homeownership to curb rampant speculation and displacement. It will provide sorely-needed financing for community-owned solar projects and other sustainable infrastructure, helping the city meet its ambitious climate goals and creating thousands of good-paying jobs in the process.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Crucially, a public bank will partner with community development credit unions and other responsible lenders to expand fair banking access and affordable financing for small businesses, including worker cooperatives and minority- and women-owned business enterprises.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Public banking is common throughout the world. Hundreds of public banks exist in <\/span><a href=\"https:\/\/www.vancecenter.org\/wp-content\/uploads\/sites\/12\/2021\/10\/Public-Banking-Around-the-World-A-Comparative-Survey-of-Seven-Models.pdf\"><span style=\"font-weight: 400\">all shapes and sizes<\/span><\/a><span style=\"font-weight: 400\">\u2014from national development banks to municipal banks providing everyday financial services. In the U.S., the <\/span><a href=\"https:\/\/bnd.nd.gov\/\"><span style=\"font-weight: 400\">Bank of North Dakota<\/span><\/a><span style=\"font-weight: 400\"> has successfully financed public projects and made responsible loans to small businesses and others for more than a century.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The movement for public banks is building rapidly <\/span><a href=\"https:\/\/peoplesworld.org\/article\/proposals-for-public-banks-move-forward-in-several-states\/\"><span style=\"font-weight: 400\">across the country<\/span><\/a><span style=\"font-weight: 400\">, as more and more cities and states recognize the power of public banking to advance racial equity and local economic development. Here in New York, the broad-based <\/span><a href=\"https:\/\/www.publicbanknyc.org\/\"><span style=\"font-weight: 400\">Public Bank NYC coalition<\/span><\/a><span style=\"font-weight: 400\">, which New Economy Project coordinates, has charted a path for the City to follow to create the country\u2019s first municipal public bank.<\/span><\/p>\n<p><span style=\"font-weight: 400\">First, we need Albany to create an appropriate regulatory framework for local public banks in New York. Recently, <\/span><a href=\"https:\/\/www.ny1.com\/nyc\/all-boroughs\/ny-state-of-politics\/2022\/04\/18\/local-officials-in-new-york-call-for-public-banking-bill\"><span style=\"font-weight: 400\">dozens of local elected officials<\/span><\/a><span style=\"font-weight: 400\"> from across the state, including Comptroller Lander, four Borough Presidents and a majority of the NYC Council, wrote to Governor Hochul and state legislative leaders urging them to enact the <\/span><a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2021\/s1762\/amendment\/a\"><span style=\"font-weight: 400\">New York Public Banking Act<\/span><\/a><span style=\"font-weight: 400\">\u2014bold legislation paving the way for safe and sound democratically-controlled financial institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The City must act, too. <\/span><a href=\"https:\/\/citylimits.org\/2021\/04\/29\/council-weighs-public-banking-bills-as-advocates-push-city-to-divest-from-corporate-banks\/\"><span style=\"font-weight: 400\">The People\u2019s Bank Act<\/span><\/a><span style=\"font-weight: 400\"> is a legislative package before the NYC Council that lays the foundation for public banking. It would publicize critical information about the City\u2019s banking relationships, democratize the process for designating banks to hold public funds, and require the City to develop a business plan and draft articles of incorporation for a public bank.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Cutting the City\u2019s ties with Wells Fargo is a good start. Now, let\u2019s make sure 100% of our public money works for public good.
